In a significant advancement for Poland’s air and missile defense capabilities, the country’s Ministry of National Defense has declared Initial Operational Capability (IOC) for the first Integrated Battle Command System (IBCS)-enabled battery of Poland’s WISŁA medium-range air defense program. This milestone, achieved with the support of Northrop Grumman Corporation, marks a key step in Poland’s modernization of its defense systems.
IBCS to Boost Poland’s Air Defense Strength
The deployment of IBCS, a U.S. Army program of record, enables Poland to field one of the largest and most capable air and missile defense forces globally. IBCS integrates U.S. and Polish forces, enhancing coordination during combined operations and significantly improving the country’s ability to defend against evolving air and missile threats.
A second IBCS-enabled battery is expected to achieve IOC by the end of 2024, further bolstering Poland’s defense capabilities. Additionally, in February of this year, the United States and Polish governments signed a letter of offer and acceptance, extending IBCS’s role as the core battle management command and control system for Poland’s NAREW short-range air defense program. This agreement also includes phase two of the WISŁA medium-range air defense program.
Groundbreaking Capability
Kenn Todorov, Vice President and General Manager of Global Battle Management and Readiness at Northrop Grumman, expressed pride in the milestone: “Poland’s declaration of initial operational capability for IBCS proves the system’s readiness and groundbreaking capability to help warfighters defeat the complex threats of today and tomorrow. IBCS is seeing an increased demand from allies and partner nations worldwide looking to modernize their air and missile defense systems in our contested environment.”
IBCS and the WISŁA and NAREW Programs
Poland’s decision to incorporate IBCS into its defense architecture began in 2018 when the government selected the system as the centerpiece for the WISŁA medium-range air defense modernization program. Poland became the first U.S. ally to acquire IBCS, and the country declared Basic Operational Capability for the system in 2023.
Northrop Grumman and Poland’s Ministry of National Defense further solidified their partnership with an offset agreement aimed at enhancing Polish defense capabilities. The agreement includes technology transfers that will enable Polish industry to manufacture, integrate, and test critical IBCS technologies, creating high-tech jobs across various fields such as engineering, manufacturing, logistics, and maintenance support.
Poland is also collaborating with the U.S. government on the delivery of IBCS equipment racks and software, which will be installed in operations centers designed, manufactured, and delivered in partnership with Polish industry. This collaborative approach not only tailors the system to meet Poland’s unique air defense needs but also supports the country’s sovereign defense production capabilities.
Revolutionizing Command and Control
IBCS is a revolutionary command and control system that unifies current and future defense systems, regardless of source, service, or domain. The system’s modular, open, and scalable architecture allows it to fuse sensor data and provide warfighters with a comprehensive, actionable picture of the battlespace. This capability enhances decision-making, giving operators more time to determine the best course of action in response to emerging threats.
The system is designed to enable joint and coalition, multi-domain operations, making it a crucial element in modern defense strategies. Currently in production and already being fielded in Poland, IBCS is also slated for deployment in Guam as part of the U.S. Army’s air and missile defense modernization efforts.
Northrop Grumman’s Role in Global Defense
